Addressing Uncertainties and Opportunities in Canada’s Housing Sector

Toronto, ON – May 10, 2026

As Canada faces unprecedented housing challenges, we want to share a candid update on the current landscape and how we at GTA Strategies stands ready to support your efforts.

Build Canada Homes: Still Lacking Clarity

Despite headline announcements, the Build Canada Homes (BCH) initiative remains unclear. The agency has committed billions but has not provided transparent targets, timelines, or accountability measures. Industry stakeholders are left without the information needed to judge whether BCH is delivering value for its $ 13 billion budget. This lack of clarity affects planning and confidence across the sector.

Canada Building Relations Beyond the USA

Canada is actively diversifying its trade relationships, with recent efforts to strengthen ties with EU leaders and other global partners. This shift is critical as we adapt to new tariff environments and seek resilient supply chains for building materials.

Spring Economic Update: Ministers Highlight Workforce and Funding

The Spring Economic Update 2026 introduced major investments:

  1. Team Canada Strong: Up to $6 billion to recruit, train, and hire 80,000 – 100,000 skilled trades workers by 2031.
  2. Funding for Housing: Billions committed to accelerate homebuilding, modernize construction methods, and support infrastructure.
  3. Material Supply Concerns: While funding is available, Canada faces a supply-side deficit in building materials. Current manufacturing capacity supports about 280,000 homes annually, well below Ottawa’s target of 480,000 homes per year by 2035. Tariffs and regulatory barriers further complicate access to essential materials.

Is Canada’s “Real Estate Economy” Costing Us?

Canada has become a real estate-heavy economy, with residential investment now the highest among advanced nations. This focus on housing has crowded out investment in productivity-enhancing sectors, leading to declining labour productivity and higher debt service costs. Structural incentives—such as tax advantages for housing—are driving capital away from business investment.

Urgent Need for First Nations Housing

A new Amnesty International report highlights severe overcrowding and unsafe conditions in Indigenous communities. The crisis is systemic, requiring immediate action to build new homes and support self-determination. Recent partnerships, such as Missanabie Cree’s 53-unit development, show progress, but the scale of need remains vast.

Modern Methods of Construction: A Path Forward

Modern Methods of Construction (MMC)-including modular, prefabricated, and mass timber—can build homes up to 50% faster and 40% cheaper. However, MMC currently makes up only 7.5% of the Canadian market. Scaling MMC requires harmonized building codes, streamlined approvals, and investment in factory capacity. Recent projects, like BCIT’s zero-carbon mass timber student housing, demonstrate the benefits of innovation.

Workforce Enhancement: Critical for Success

The construction sector faces a skilled trades shortage. The Spring Economic Update’s investments in training and apprenticeships are essential, but more must be done to attract and retain talent, especially in manufacturing and installation roles. Addressing outdated stigmas and inter-provincial credential barriers is key.

Material Supply: Do We Have Enough?

Funding is in place, but material supply remains a bottleneck. Domestic manufacturing is expanding, but current capacity cannot meet ambitious targets. Investments in local production and supply chain efficiency are needed to ensure materials are available where homes are built.

Mid-Size Cities Share Big City Challenges

Mid-size cities across Canada are experiencing the same housing pressures as large urban centres. High-density, multi-unit construction is reshaping these communities, but affordability and infrastructure remain concerns. The approval process is often slow, and the “missing middle” faces big hurdles.
