Build Canada Homes: What the Construction Industry Needs to Know – National Update
Toronto, ON – Mar 8, 2026
Good day,
Canada’s construction industry is entering a critical phase as the federal government accelerates its housing strategy through the newly created Build Canada Homes (BCH) initiative. This program is intended to significantly increase housing supply, speed up approvals, and support developers and builders across the country.
Below is a summary of the latest developments and what they mean for the construction sector.
What is Build Canada Homes
Build Canada Homes was launched in September 2025 as a federal agency dedicated to accelerating affordable housing construction across Canada. It is backed by approximately $13 billion in capital and is expected to work closely with provinces, municipalities, private developers, non-profits, and Indigenous communities to build housing faster and at scale.
BCH’s mandate focuses on three key objectives:
- Building affordable housing directly on federal land
- Providing financing and investment tools to developers
- Catalyzing innovation in the construction industry, including modular and prefabricated housing technologies
The federal government is also moving legislation forward to formally establish BCH as a Crown corporation, giving it more autonomy and operational flexibility to partner with the private sector and accelerate housing construction.
Regional Activity and Partnerships
BCH is working with provinces and territories to fast-track projects across the country.
British Columbia
The federal government has partnered with the Province of B.C. to accelerate housing-ready projects. BCH will provide approximately $170 million in capital funding, with the province matching funding and adding operational subsidies to fast-track construction. These investments are expected to unlock hundreds of homes and allow projects already prepared for construction to begin quickly.
Northern Canada
A major partnership with the Nunavut Housing Corporation will deliver over 700 new homes, including public and supportive housing. A portion of these homes will be built using off-site and modular construction methods to reduce costs and speed up delivery in remote communities.
Ontario and Major Urban Centres
Initial BCH development targets include large-scale housing projects on federal land in major cities such as Toronto, Ottawa, Winnipeg, Edmonton, Longueuil, and Dartmouth, with plans to prioritize factory-built housing developments on federal lands.
These projects are intended to demonstrate how large-scale housing can be delivered faster through federal land access and coordinated approvals.
Key Initiatives to Fast-Track Construction
BCH is introducing several initiatives aimed specifically at speeding up homebuilding in Canada.
- Use of Federal Public Land
Federal land holdings will be made available for housing projects to eliminate land acquisition barriers and reduce development costs. - Flexible Financing for Developers
BCH will provide low-cost financing tools and investment structures to make projects financially viable and attract private-sector participation. - Modern Methods of Construction
The agency is promoting modular, prefabricated, and factory-built housing technologies to reduce labour requirements and shorten construction timelines. - Rental Protection and Supportive Housing Funds
Programs such as the Canada Rental Protection Fund ($1.5B) and $1 billion for supportive and transitional housing are being deployed to protect existing rental housing and address homelessness. - Pipeline Development for Builders
BCH is encouraging developers to bring forward large portfolios of projects, allowing governments and builders to move from single-project approvals to long-term housing pipelines.
- Use of Federal Public Land
Outlook for the Construction Industry
The Canadian housing market remains undersupplied, and the federal government has identified housing construction as a key economic driver.
Build Canada Homes is expected to:
- Increase construction activity across multiple housing segments
- Expand public-private partnerships in residential development
- Support the growth of modular and industrialized housing production
- Create new demand for skilled labour and building materials
While BCH alone will not solve Canada’s housing shortage, it is expected to contribute thousands of new homes and help drive innovation and productivity in the construction sector.
For the construction industry, this initiative signals a major shift toward government-led development partnerships and large-scale housing pipelines.
