We are thrilled to share groundbreaking news that will significantly impact the construction and real estate industry. ​ On March 30, 2026, Prime Minister Mark Carney, Premier Doug Ford, and Toronto Mayor Olivia Chow announced a historic $8.8 billion partnership between the federal, provincial, and municipal governments to address housing affordability, stimulate construction, and advance key transit projects across Ontario. ​

Key Highlights of the Announcement:

Development Charge Reductions: Municipal development charges (DCs) will be reduced by up to 50% for three years in participating municipalities. ​ This reduction aims to lower construction costs and accelerate housing development. ​

Build Communities Strong Fund: The federal and provincial governments will each invest $4.4 billion over the next decade to fund housing-enabling infrastructure and offset the financial impact of reduced DCs on municipalities. ​

HST Relief for Homebuyers: The 13% Harmonized Sales Tax (HST) will be removed for new homes valued up to $1 million from April 1, 2026, to March 31, 2027, saving buyers up to $130,000. ​ A scaled rebate will apply to homes valued between $1 million and $1.85 million. ​

Transit Infrastructure Projects: The partnership includes funding for major transit projects such as the Waterfront East Transit Line, GO 2.0, Alto High-Speed Rail (HSR), and other key initiatives in the Greater Toronto and Hamilton Area (GTHA). ​

Legislative Changes: The Ontario government introduced the Building Homes and Improving Transportation Infrastructure Act, which aims to streamline construction processes, standardize land use designations, and remove development charges for non-profit retirement homes. ​
