The Launch of Defence Industrial Strategy

The Government of Canada has officially launched Canada’s first Defence Industrial Strategy, led by Prime Minister Mark Carney, alongside the Honourable David McGuinty and the Honourable Mélanie Joly. This landmark strategy is designed to strengthen Canada’s sovereignty, modernize our procurement system, and significantly expand domestic industrial capacity.

With over $180 billion in defence procurement, $290 billion in defence-related infrastructure, and an estimated $125 billion in downstream economic activity over the next decade, this initiative represents a generational economic opportunity. It is projected to increase defence industry revenues by more than 240% and create approximately 125,000 high-quality jobs across Canada.

At its core, the strategy prioritizes Canadian industry through a new “Build–Partner–Buy” framework. This approach will:

• Prioritize building defence capabilities in Canada where we have strength and sovereign interest
• Partner strategically with trusted allies when appropriate
• Ensure that purchases from abroad generate tangible reinvestment and industrial benefits at home

The establishment of the Defence Investment Agency (DIA) will streamline procurement, reduce red tape, and provide clearer, long-term demand signals to industry. Additionally, reforms to the Industrial and Technological Benefits (ITB) Policy will further align procurement with Canadian innovation, supply chain resilience, and export growth.

This strategy will boost Canadian industries across aerospace, advanced manufacturing, cyber technologies, artificial intelligence, critical minerals, shipbuilding, and digital systems. It will also strengthen domestic supply chains, reduce reliance on foreign suppliers, and reinforce Canada’s position within allied defence partnerships.
