New tariffs are taking effect. The automotive sector has become a major battleground. CUSMA faces years of uncertainty \u2014 and Ottawa is now committing billions of dollars to help Canadian companies survive, adapt and find new markets.<\/p><h2><b>Canada Hits Back &#8211; Counter-Tariffs Begin September 8<\/b><\/h2><p>After the United States imposed 50% tariffs on $27.6 billion of Canadian goods, Canada announced a dollar-for-dollar response.<\/p><p>Effective\u00a0<strong>September 8<\/strong>, Canada will impose tariffs of <strong>15%, 25% and 50% on $27.6 billion of U.S. imports<\/strong>, including products involving steel and aluminum, dairy, appliances, agricultural equipment, pulp and paper, plastics and electronics.<\/p><p>For Canadian businesses importing U.S. products, using American components or competing with American suppliers, the implications could be significant.<\/p><h2><strong>CARNEY TO WASHINGTON: GET SERIOUS<\/strong><\/h2><p>Prime Minister Mark Carney says Canada remains prepared to negotiate \u2014 but not on terms that undermine Canadian sovereignty or strategic industries.<\/p><p>Canada suspended negotiations on August 21 after Ottawa says Washington introduced unacceptable last-minute demands. Carney subsequently said negotiations can resume when the Americans stop the political rhetoric and take the process seriously to reach a mutually beneficial agreement.<\/p><p>Washington tells a very different story.<\/p><p>U.S. officials maintain that Canada walked away from what they describe as an exceptionally favourable offer. Canadian negotiators dispute that account, particularly regarding the automotive negotiations and whether medium- and heavy-duty trucks had been part of Canada&#8217;s demands throughout the negotiations.<\/p><p><strong>AUTOMOTIVE SECTOR: GROUND ZERO<\/strong><\/p><p>The future of Canadian auto manufacturing may be one of the most important issues in the dispute.<\/p><p>Carney has said proposed U.S. terms could have gradually diminished Canadian automotive production. The fight includes passenger vehicles, trucks, auto parts, North American content requirements and the future location of manufacturing investment.<\/p><p>The consequences of losing preferential U.S. market access could be dramatic.<\/p><p>A Deloitte analysis estimates that if\u00a0CUSMA ultimately collapsed, Canada&#8217;s real GDP could be approximately <strong>$402 billion lower over the next decade<\/strong>, while employment could decline by an average of approximately <strong>163,000 jobs annually<\/strong>.<\/p><p>Manufacturing would be hit particularly hard, with projected GDP declines relative to the baseline of approximately:<\/p><p><strong>Motor vehicles and parts &#8211; 28% <\/strong><b><br \/><strong>Electronics, machinery and equipment &#8211; 21% <\/strong><br \/><strong>Rubber and plastics &#8211; 20% <\/strong><br \/><strong>Chemicals &#8211; 13%<\/strong><\/b>.<\/p><h2><strong>CUSMA: YEARS OF UNCERTAINTY<\/strong><\/h2><p>The immediate danger is not necessarily that\u00a0CUSMA disappears tomorrow.<\/p><p>The danger is prolonged uncertainty.<\/p><p>With the United States declining to extend the agreement for another 16 years,\u00a0CUSMA has entered a cycle of <strong>annual reviews that could continue through 2036<\/strong>. Businesses making decisions on new plants, machinery, supply chains, acquisitions and long-term investments may now have to factor trade uncertainty into virtually every major decision.<\/p><h2>The Trade War Is Hurting Americans Too<\/h2><h2><span style=\"font-size: 16px;\">The damage does not stop at the border.<\/span><\/h2><p>Businesses in U.S. border states are reporting higher costs, delayed investment and declining Canadian business.<\/p><p>New York&#8217;s exports to Ontario fell\u00a0<strong>12.6%<\/strong> during the first half of 2026 compared with the previous year, while exports to Quebec fell <strong>31%<\/strong>. Canadian visitor spending in New York was also down sharply in 2025.<\/p><p>American companies that depend on Canadian materials and customers are also warning that tariffs are raising costs and forcing price increases.<\/p><p><b>Canada&#8217;s Next Move: Invest Elsewhere &#8211; And Build At Home<\/b><\/p><p>Ottawa&#8217;s strategy is increasingly moving beyond simply waiting for Washington.<\/p><p>Canada is attempting to attract global capital, develop new export markets, strengthen domestic manufacturing, accelerate major infrastructure and critical-mineral projects and reduce reliance on the United States.<\/p><p>That strategy will be showcased at the\u00a0<strong>Canada Investment Summit in Toronto on September 14\u201315<\/strong>.<\/p><p>The federal government says the first-of-its-kind summit will bring together global investors, Canadian CEOs and governments as part of a plan to catalyze\u00a0<strong>$1 trillion in total Canadian investment over five years<\/strong>.<\/p><p>At the same time, Canada is looking inward.<\/p><p>Deloitte estimates that eliminating\u00a0interprovincial trade barriers over five years could potentially generate <strong>$881 billion in additional economic output by 2040 and approximately 133,000 jobs<\/strong>.<\/p><p>For Canadian companies, Canada&#8217;s next major customer may increasingly be another province rather than another country.<\/p><p style=\"text-align: left;\" align=\"center\"><b>Billions Are Now Being Made Available To Businesses<\/b><\/p><p style=\"text-align: left;\" align=\"center\">The federal government has announced a new\u00a0<strong>$7.5-billion tariff-response package<\/strong>, building on almost $25 billion in previously announced support.<\/p><p>Among the measures:<\/p><p><strong>Regional Tariff Response Initiative \u2014 additional $1.5 billion<\/strong><\/p><p>Delivered through Canada&#8217;s regional development agencies for tariff-affected SMEs.<\/p><p>The maximum non-repayable contribution is increasing from <strong>$1 million to $3 million<\/strong>, with liquidity assistance of up to <strong>$2 million<\/strong> available in appropriate cases.<\/p><p><strong>BDC Pivot to Grow \u2014 $500 million<\/strong><\/p><p>A new liquidity stream is intended to help businesses experiencing immediate cash-flow pressures. The minimum applicant revenue threshold has been lowered to <strong>$1 million<\/strong>, potentially opening assistance to more companies.<\/p><p><strong>Canada Strong Diversification Fund \u2014 $2 billion<\/strong><\/p><p>Designed to help Canadian companies reduce trade dependence, adapt operations and develop new domestic and international markets.<\/p><p><strong>Worker and Employer Supports \u2014 $3.5 billion<\/strong><\/p><p>New rapid-response measures are being developed to assist companies in retaining, retraining, and supporting workers affected by trade disruption.<\/p><p><strong>Large Enterprise Tariff Loan Facility<\/strong><\/p><p>Additional flexibility is being provided for larger Canadian companies facing serious tariff-related liquidity pressures.<\/p><p><strong>Provincial Programs<\/strong><\/p><p>Provinces are also introducing and expanding programs.<\/p><p>Ontario&#8217;s\u00a0<strong>Ontario Together Trade Fund<\/strong> helps companies affected by U.S. trade disruption invest in advanced technology, increase manufacturing capacity, develop Canadian supply chains and expand into interprovincial and international markets.<\/p><p>Additional federal implementation details are still being released.
